FPS locked at 144

After a recent windows update my fps in csgo has been locked at 144 ive changed fps_max to 0 and 300 no difference my nvidia settings for cs go and globally have v sync turned off ive reinstalled cs go and verified game cache hasnt changed anything but it only caps my fps when i play in fullscreen when i switch to borderless windowed it uncaps but i want to play in fullscreen and i had a problem in overwatch where whenever i would scope in with widowmaker my fps would cap to 144 until i shot it would uncap for a second then go back and if i turn fast in cs go my fps will go to 200 something for a split second and then recap

Are you using a laptop? If so disable NVidia batteryboost. Is your monitor G-Sync? If so, turn that off. Does you monitor support a refresh rate higher than 144Hz? You'll have to make sure it's set to the frequency you want.

If you don't mind me asking, why do you want to go higher than 144? Do you have a 240Hz monitor or something?

Im not using a laptop i dont have a gsync monitor and my monitor is only 144hz i want higher fps than 144 because if i cap my fps it creates a lot of input lag making a huge difference in how easy it is for me to aim it also creates some stuttering in overwatch when my fps goes from 200-300 down to 144

oh my gosh thank you thats amazing disabling fullscreen optimization fixed my fps thanks so much i couldnt find any thread helping i disabled xbox dvr before that btw didnt work for me but i bet it was probably part of the problem
