Computer wont pass bios splash screen

Some specs
Mobo. Asus M5A97 LE2.0
Cpu. Amd fx 8350 black
Ram 6 gb of no brand crap
Graphics is amd (idk model nothing fancy though)
PSU fractal design 650w edison
Now i got this pc not long ago from a friend and it ran fine but got hot. Full of dust and fans where not installed right. I tore the pc down to the bare board and cleaned it out set fans right BUT when i pulled the cpu heatsink off it took the cpu out with it and bent pins i got the pins straight agian and it wouldnt start.. Keyboard isnt powered on BUT the mouse is. Tick tock i take out the cmos bat and 1 hour later i put it in boom keyboard works and it wants me to recover bios it starts slow but i got to windows cpu temps where GREAT i restart and load bios set to proformace and reboot it starts fine temps all good power off and go to turn back on and again no keyboard stuck on bios splash. Pulled cmos bat again but there is an issue else where bad board? Cpu?

If you havent solved this yet, i had the same issue. All i had to do was unplug all things connected to my motherboard (usb, ethernet, audio,etc) i may have also had my gpu disconected and was using onboard graphics. Try that!

... It was a a damn flash drive causing the issue. I took it out and it started thought nothing of it. Plugged back in after playing around and no start again! Unplug and starts right up. What a crock never did it before?!?!
 
My PC hangs at mobo splash screen too if I leave any external storage devices plugged in when I want to boot from the OS drive.

Only way I've found to prevent it (other than making sure all external storage devices are unplugged at boot time) is to disable all boot device options in the BIOS except the OS drive.
