Is it worth overclocking a gtx 1080 ti with an intel 8400 at 1440p 100+hz?

Seeing how the new Titan-V is $3,000, i'm expecting next years TI variant to be around $1000. Although this price estimate is purely speculation, I wouldn't pair a i5 processor with the next gen flagship TI graphics card. You'll find high refresh rates will be short lived and will be hard to achieve with that CPU, as higher performance demanding triple A titles are released. If you're going to spend that kind of money on a graphics card, due yourself a favor and go with an i7 8700k as a bare minimum.

You'll be fine will a 1080ti and the i5 8400 will be a great gpu with any Volta you throw at it.
The higher the resolution you play at, the less the cpu is being used.
Most overclocks you will see around 10 extra frames. The way the trends seem to be going the Volta ti will be a monster at 2k 144 htz and you won't need to overclock

If you're spending that kind of money on hardware, the price difference between an i5 and i7 shouldn't be of consideration. People generally don't upgrade their processors and frequency is of importance, when trying to match FPS with higher refresh rate monitors. You will get well over a 10 fps increase going from an i5 8400 that boosts to a frequency 4.0ghz to a hyper-threaded i7 8700k that easily obtains an overclock of 5.0ghz on all six cores/12 Threads. To ensure optimal gsync performance with a higher end 1440p monitor, I would go nothing less for a processor. This will ensure better longevity of performance for the system as a whole and for future graphic card upgrades.
