why do i get 1.8mb/s?

You are likely downloading games from steam which details the download speeds in megaBYTES per second. Your internet service provider speeds are measured in megaBITS persecond. There are eight bits to a byte. Take steam's 1.8 and multiply times eight and that should display similar speeds to what you're paying for. Compare this calculation with speedtest.net
