So I just got a new SanDisk Ultra 250GB SSD (GPT)
I already have a 1TB WD Blue HDD with 376.8GB used (GPT)

I want to move Windows 10 from my HDD to my new SSD and use it as my boot drive.
I have access to the bios/uefi of my pc.

Solution
If/when you get that used space to below 200GB, these steps, exactly like this:

Specific steps for a successful clone operation:
-----------------------------
Verify the actual used space on the current drive is significantly below the size of the new SSD
Download and install Macrium Reflect (or Samsung Data Migration, if a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives except for the new SSD
This is to allow the system to try to boot from ONLY the SSD
Swap the SATA...

You can't "move" just the OS. At least not in any easy manner. You will have to either pare down the HDD to where it all fits on the SSD. Or you'll have to clean install the OS on the SSD and then format the HDD and re-install all the pgms anew to the SSD or HDD.

376GB doesn't fit into a 250GB drive.
You need to reduce the actual used space to below 200GB. Then you can consider a clone operation.

Otherwise, a clean install on the SSD.

Swap the SATA cables around so that the new drive is connected to the same SATA port as the old drive
Power up, and verify the BIOS boot order
If good, continue the power up

It should boot from the new drive, just like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
Delete the original boot partitions, here:
