I've had my gpu go up to 100c and my cpu up to the mid 50's while playing the witcher 3 on high settings (GPU temp is what is really concerning me). This seems like its at the high end and will take some lifetime off of my equipment. I put it together on PC parts picker so I took the text from there.

CPU: Intel - Core i5-7600K 3.8GHz Quad-Core Processor

CPU Cooler: Cooler Master - Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler

Motherboard: ASRock - Fatal1ty Z270 Gaming K6 ATX LGA1151 Motherboard

Memory: Corsair - Vengeance LPX 8GB (1 x 8GB) DDR4-2400 Memory + Corsair - Vengeance LPX 8GB (2 x 4GB) DDR4-2400 Memory (I didn't understand dual channel RAM when I first bought the parts, I know it's goofy)

Video Card: MSI - GeForce GTX 1060 6GB 6GB GAMING X Video Card

Case: Phanteks - Enthoo Pro ATX Full Tower Case

Power Supply: Corsair - CXM 550W 80+ Bronze Certified Semi-Modular ATX Power Supply

Case Fan: Corsair - Air Series SP120 High Performance Edition (2-Pack) 62.7 CFM 120mm Fans

I have 2 fans blowing out on the top and one fan that came with the case blowing out on the back. There is another fan that came with the case blowing in the front. The CPU Fan is blowing backwards out the case.

PCPartPicker said this setup uses 346W so I figured that a 550W PSU was sufficient.

I figured this would be enough to run Witcher 3 on high no problem. Maybe I'm mistaken?

EDIT: Also I have not done any overclocking or changed any settings, other than upping the fan settings in MSI AfterBurner. I've also tried to run the game now and lower all settings to as low as they will go. The GPU still heats up to about 95. Could I need to redo the thermal paste on my GPU chip?

Solution
The airflow may be problem, you have to put 2 fans in front (as intake) and one rear or top mount as exhaust (probably better as rear exhaust).
And your GPU is blowing air into case its not rear exhaust. Soo first try this config if that doesn't work try with sidepanel open (as phanteks case has PSU cover and PSU doesn't exhaust air unless its blowing towards bottom and doesn't interfere with rest)

Airflow was it. I had my top fans blowing in. I now have the large front fan (only fan slot) on the lower front blowing in, one on the upper back blowing out and two on top blowing out. GPU maxes at 45 now on ultra. Thanks for the input, it got me looking at my fans again and realized I made a mistake.
