i have just upgraded from an ryzen 5 1500x to a ryzen 5 1600, i had no problems with my pc before i made this upgrade. now i did drop the cpu from about 3 inches of the ground and it landed on the heat sink of the mb (i think it was the oc heat sink.) so i quickly grab and check but after around 4 mins of checking the cpu's pins i knew they were all fine (phew) so i install it all properly and i know this because it worked no problem before, i go to turn the pc on and the ez debug led says that the cpu and ram are not working properly.

i have:
-taken the cables out and re plugged them in.
-put my finger on the cpu to check it gets worm (then quickly turn it off again)
-checked the pins again
-moved my ram from one slot to the other
-and placed a screw driver on the cmos reset pins.

i have a ryzen 5 1600, 8gb of crucial ballistix ddr4 ram(2400mhz and 8x1) and the mb is a msi b350m mortar
might help to know that i have a 450w bronze from evga.

i no longer have the old cpu but, does it help to know that the cpu fell and landed on the top of the cpu

Even if it fell on pins, it should have not damaged it - perhaps you would have a bent pin, but that's all. You would have to be extremely unlucky to damage CPU by few inches fall. Unless it fell on something metal and static electricity would short it.

well the mb hasn't been powered in about 5 days,
however when screwing the cpu cooler in i did hit the mb with the screwdriver, but i couldn't actually see any damage. Would the chip-set drivers affect this?

If you don't see any damage on mobo, then it's not likely to cause this.
Windows motherboard drivers can't affect if motherboard recognizes CPU. Bad BIOS version could do that, but this does not apply here, as 1600 requires same BIOS version as 1500X on this motherboard, so if it worked with old CPU, it has to work with new one.
