I am stumped here. Long story but I will try to shorten it.
Bought a pci-e USB 3.0 hub a while back for my desktop (this card to be exact

Plugged it in and plugged in the power (pci-e to SATA) for the card itself to the 1000W evga power supply. Turned the computer on...nothing. I mean a flash like it wanted to come on and then nothing... I turned it off, tried another p-cie slot, nothing. Tried another cable, another slot on the power supply..... nothing. Unplug the card the computer boots up fine.
So I assumed I got a bad card. I ordered another card later (I got busy... bought this card

and tried the same thing...plug it in, plug the power supply in, nothing. Different power slots, different pci-e slots, different wiring...nothing.
Finally, I was waiting for the delivery of a new computer(here:

I tried both cards (actually 3 cards since I had another one I found lying around...who knew!) and the power supply... all three with the same damn result. The new computer only has a 500w PSU BTW.
I was thinking, is this a PSU issue? The only things connected to the new computer 500w PSU is the Mobo(Asus Z270 pro 4), the cooling fans, LED lighting, the water cooler for the CPU, and the GPU (Geforce 1080 Ti). Don't want to buy a new PSU and find out it's not the issue...
In short... what am I missing. Isn't the pci-e card supposed to be plug and play basically? They seem to short out my mobo... Is this a hardware issue, a BIOS issue, a USB issue...I am at a loss.
