Solution
get a new PSU if its unbranded had PSU go like that i had a 18month old ANTEC fail. it got worse & worse till it wouldn't fire. & if its getting down the current fluctuation can fry your hard drive to i would consider a brand new PSU for good measure & upgrade your videocard in time.
It may not be failing, it may just be weak. Here's how you tell. Disconnect the new peripherals. Measure the PS voltages. Write them down. Connect peripherals. Measure PS voltages. If any go down significantly either the PS is too small or there is a problem with it.

How do i measure them
And btw my hard drive makes noise but not beeping noises

Well....there are different ways...and different tricks....google it or search on youtube. The main thing is to measure them under load....so you don't want anything disconnected when you measure them. The trick sometimes is getting access to the points where you can put your multimeter probes. I've even shaved a little insulation of a wire to do this.
