Hi I have a miniture tower Dell optiplex 745. I would like to upgrade the CPU and chipsets. I am not the best at comps but I'm sure someone on here is. I just want my PC to be faster end of story. So I'll give you guys/gals a list of specs including motherboard model and you guys/gals tell me what is the highest possible upgrades I can put in my comp. Including all specs model numbers etc.

Solution
"I would like to upgrade the CPU and chipsets."
You can't upgrade the chipset. It's specifically designed for and soldered to the motherboard. Perhaps you were thinking about a RAM upgrade?

I don't know what FSB speed your motherboard is capable of. I found WK833 but not QWK833
Q9550s - Note the "S" at the end for the lower power version CPU that your computer needs. (65W)
This is the best that SOCKET can handle:

But no guarantee's it will work... we need more/different motherboard information
If your motherboard Maxes out at 1033 for the FSB speed then this is your best...

But honestly just about ANY modern CPU would be faster (including cheap ones).

I would also look into Ram upgrades and getting a SSD.

I personally wouldn't waist my money upgrading a very old rig like that.
Instead, i would sell it and use that money along with my upgrade money to just buy a cheap modern desktop.

This cheap computer would make your current one seem like garbage.

Look at the difference in CPU performance:

Solution
The Optiplex 745 MT can run a QX6800 SLACP CPU 2.93GHz. Cooler D9729 will work for this.
http://www.userbenchmark.com/System/Dell-OptiPlex-745/3949
With heatsinks on the 6 VRM MOSFETs and maybe a bigger fan (AFC1512DG) it can be overclocked using Throttlestop 6.xx software to 3.45GHz. T9303 cooler is better but requires modding the heatpipe holes in the cover.
RAM capacity is 8GB DDR2-800 low density (256X64=2GB modules)
Zotac GTX1050 (Ti) Mini fits w/o modding. All others will need trimming to fit, or won't work at all.
This is very similar to the Dimension E520 in my sig. except for a weaker 3 phase VRM vs. 4 phase there.
Here is an example of an E520 (aka DM061) @ 3.72Ghz QX6800.
http://www.userbenchmark.com/UserRun/4588263
There are links in my sig, about this. The FSB is limited to 266 as far as I know. This means the Q6600 pinmod to 3GHz won't work, and it just equals the QX6800 base speed anyway.
At 3.45GHz performance should just about equal a Q9650, or if your lucky an X5460 Xeon.
