Ethernet port blinking orange and cant connect

I have recently upgraded my motherboard, CPU, and graphics card but for some reason I cannot connect via Ethernet. I have tried to reset my PC to factory settings to see if this would help but windows will not let me. My Ethernet port on my mobo has a solid red and a blinking orange light when cable is connected. Any help would be appreciated.
PC Specs:
Mobo: Gigabyte B250m-h3d
CPU: Intel core i5-7600k
GPU: Gigabyte GTX 1060

Thats not a clean install. That'll only work if the old mobo is installed. It isn't

Get the dvd or mediacreation tool, get the ISO.

Then either burn it to dvd or use rufus to put it on a flash drive. When it finishes boot from the dvd or flash drive. Go to windows setup delete all partitions then reinstall windows

It wouldn't let me do a clean install when going to settings-update and recovery-reset this pc.
