Here is the CPU support list for your EX58 UD5 motherboard. (I'm assuming it is rev. 1.0)
The i7 CPUs in that list that sit above yours (and their Xeon equivalents) would be faster. But since they are all long obsolete now, you'll have to search them out used someplace like ebay.
The i7-975 Extreme, 980X and 990X would be the best choices, but they are still going for a premium due to their scarcity.

Can I upgrade the CPU to something that can run the card without bottle necking?

I also eventually want to stream to a 4k TV also but that’s a couple of years away before I do that.
