DVI Port not working correctly

After putting my PC back together after cleaning it, the DVI port seems to not want to register the plug. When I plug it in, it completely skips the splash screen and pops up with the windows logo and then a set of blue lines flash across the screen and it restarts and set the resolution to 800x800 and then stops working. The HDMI port works no problem and I use a dual monitor setup.

I've updated the bios, the video drivers and cleared CMOS as well. All cables are set properly as well and doubled check to be sure, even tried the other PCI-e slot.

My system specs:
i7 4790k @4.0
EVGA 980Ti SC
1300W PSU (had 2 980Ti at one point)
Asrock z97 pro4

I found out the artifacting is being caused by the video ports on the card, upon further inspection, the ports are giving out one by one and some residue is forming on the solder point for the ports(like they are burning out). I'm sending the card in to be RMA'd
