FPS Stutters in any game HELP please

Hello, for a long time now I’ve been experiencing fps stutters when I play my games such as Diablo 3, CS:GO and Overwatch. I have no clue what the problem is to this so please help.

Specs:
16GB 1600mhz DDR3 Ram
AMD 9590 4.7ghz 8 cores CPU
ASUS 1060 Geforce GTX Strix GPU
SSD 250gb Harddrive
ASUS Sabertooth 990fx 2.0 Motherboard

My GPU is never above 40 in heat and my CPU is never above 20, I have the noctua DH-15 so its very cold. Can’t seem to find the problem, any help would be appreciated!

It is definetly the heat. I'm really sorry to say that but the fx 9590 is a terrible processor, it's extremely hot and power hungry and gets completely outperformed by a 99 dollar ryzen 3 1200

Fx 9590 needs some serious cooling to stay stable at all times. AMD recommends a water cooler and a high end psu to go with it. Check your temps while playing, this is most likely the cause of stutter

That's not possible, fx 9590 is known to be an extremely hot chip, which can overheat even on 240 mm water coolers

My brother didnt think it was possible too but when I only surf the web its at 5 and ingame 20-25, I will show when I get home, any other thoughts other than the cpu?

Any good tips on water cooling then? I never bought watercooling because it looks complicated. I googled on the 9590 and alot of ppl suggested the dh-15 since its massive and cools a lot. Is there any way in bios to make the cpu take less and heat less perhaps to see if that works?

Fx 9590 comes with a 120 mm water cooler, you also need a really strong psu.

But also now when I think about it, the 9590 is supposed to be able to overclock to 5ghz without any problem but when I do that the whole pc freezes so I gotta go into bios and put it back to 4.7gh. Although I still have to wait for it to come back then it runs like normal. So might be the heat?

So would you guys suggest to get new CPU or get better cooling and psu?

Definetly a new cpu, the fx platform is 5 years old at this point and there is really no point in using it anymore. A budget i3 or ryzen 3 setup will get you much better performance. Keep in mind though, that you will need new motherboard and ram as well.

Yeah that’s what I’ve been trying to avoid since I am studying and has barely any income. The motherboard I have was very expensive and high rated. Told to be the best morherboard for AM3+, so I should get a motherbord that fits a ryzen and ddr4 I guess?

Right now I have 4.7ghz on my cpu and most ryzen has like 3.2-3.6. Will that affect me or no? It sounds like a big difference. Also they have 4 cores and my 9590 has 8, sounds like a big difference too?

Ryzen's single core performance is much better than fx 9590's. That means that its cores are way stronger despite having lower clock speed. As for the 8 cores, that your cpu has, no game and barely any programm will benefit from them (for example, cs go only uses a max of 4 cores). It's always better to have 4 strong cores than 8 weak ones.

and what IF it keeps fps stuttering, any other thing that can be the problem? It shouldnt be any though since I change everything except the GPU and the GPU is newly bought
