Good Computer, Low FPS

I am completely new to gaming, so I started with a decent pre-built. The specs are:
Cpu: Intel I5 7400
Gpu: AMD Raedeon RX580
Ram: 8 GB
OS: Windows 10
These are pretty good entry level specs, and I get good fps on some games, but other games, I do not. For example, Fortnite Battle royal runs at 60fps at medium to low settings. Even that is good compared to CSGO, which runs at around 20 fps on all low settings. Rocket league and Warface also have the same problems. The only game I can run good right now is Dead by Daylight, which gets good FPS (Don't know exact number) at ultra settings. I have updated all my video card drivers, and tried most of the easier fixes. I really do not wish to return this computer, so please help.
 
Solution
now follow the HDMI cable from the monitor to the computer and see where it connects on the computer.
If it's plugged beside the fan - connected to the MB
if it's plugged below the fan - connected to the graphics card.

Normally, the temperature is 20 C. While gaming, at the home screen it is 22 to 23 C, and in a game it goes up to 30C. It may go up more, but this is from 10 min of gaming on csgo. Since I am new, I have little experience with all this I have no idea how to see what my monitor is connected to. Thanks for responding
 


Check where the cable is plugged into. Is it plugged into your motherboard or in your gpu?

I see now, thank you. It is plugged into the mother board. I will try to plug it in the GPU now

Thank you, It worked. I now have 200- 300 fps on high, which is fine by me.
