The 1080ti is a very good card and should be good for the next few years so you won't be disadvantaged getting one now. But Volta is very close now I think you'd be foolish not to wait especially as you already have a decent card in the 1060.
The Volta Titan V has shown to be 30% faster than a 1080ti but at considerable cost. That's a card that's still a new architecture and not really meant for gaming. Other Volta cards shouldn't eclipse the Titan V flagship performance but you should expect better performance than the 10 series for much the same prices I would guess.
