I have looked all over the place for the correct answer for this, and I feel like I will be able to find it on here.

I am building a computer, and my case, and power supply unit, are all painted and have NO bare metal, what-so-ever. I do NOT want to shock any of my components, as I do not have to money to go and re-buy them. My room is hardwood flooring, and I have no real grounded/fully metal surfaces to actually clip the strap to. Where in the heck do I actually clip this thing to? I have looked on so many forums and watched videos but everyone says to clip it onto the case, but it will not ground me if the case is painted, as nothing will conduct. I have my power supply unit plugged into an OFF surge protector, and the PSU is also turned OFF, and screwed into the case. The problem with this, is the screws even have paint on them as well! I'm unsure if the PSU will actually ground the case itself either.

Please give me a real and explained answer, as I would love to do this correctly.

Paint won't stop static from discharging, no matter how thick it is.
Any grounded thing will do: Heating radiator, water/gas pipe, a plugged in ( socket turned on ) metal appliance or even a bedside light, a masonry wall or a metal heating/AC vent.
If you're going to work on a hardwood floor you won't generate much static anyway so the problem is going to be minimal.
TBH you're more likely to cause damage by using a cheap screwdriver which might slip out of the motherboard mounting screw heads than by a static discharge so don't be too paranoid about it, mate.
