That usually indicates throttling likely due to bad temps. Newer Intel chips also have a lower clock value that is put in place when running AVX instructions due to how much heat they generate. If you are using any version of Prime95 newer than 26.6, then it will have AVX instructions running which increases temps and may cause that lower AVX clock to kick in.
