Loop restarting and burn snell

I remembered i had info on my other drive so I got my other drive and omhad no place to put it inside my case and sata cable was extremely short so I had to put it on top of my mobo I done this befor and yes on top of my mobo not sure why I took it out but then when I turned on my pc it displayed nothing and smelled electronic burn after that I turned it off and turned it on with the case open no more burn smell on but it looped restart I took it off the drive and all ram I even took all the drives I had and still kept looping and there's no noise have I friend my mobo or psu?
 
Solution
Something is fried. It's likely a motherboard but the only way to be completely sure which part(s) need replacement is to test with a different PSU.
