Looking to build a budget pc for under $1000 with 144hz monitor

My friend is finally over her potato laptop and is ready to build her first budget pc. I am looking for a build that will allow 1080p 60+fps gaming. Most of her games are esports but she does want to explore some 2018 AAA titles and also she is wanting to play pubg. I was hoping to also do it with a s340 elite case. She will need a monitor and I am hoping for a 144hz. Overclocking isn't a must but we all know it is nice to have. Please give as many builds as possible. Everything is needed. Thank you.

Is your 144Hz monitor included in the budget? Straight off the bat, that eats a big chunk of your budget, as the cheapest I could find was $189.
With a S340 Elite case, that is another $80. I tried my best to fit it in, but I went over by $48 while following an Intel line. There is no SSD.

There are no OS in both of these builds.

Is it possible to increase the budget slightly to give more breathing room? Or attempt to exclude the 144Hz monitor out of the budget?
