Is is possible for one fan to be noticably quieter than another if they're both operating at the same RPM?

I bought a case with a really noisy front panel fan that cannot be adjusted with speedfan, and there's no option in bios to slow it down so my only hope is to replace the fan with a quieter one (Noctua?) but I'm not sure if those fans, or any others would be actually be less loud. What makes one fan quieter than the other? How is it possible since all fans do the same thing? Nooby question I know, but I'm curious.

Solution
There are plenty of things that make fans quieter, rpm is just one of them. Most decent fans come with anti vibration pads on the corner, and it also depends on the fan bearings. Noctua is very good in term of both performance (airflow & pressure) and noise, however BeQuiet is usually better at noise. Even at same measured dB BeQuiet tends to sound less intrusive, but really Noctua is already damn silent.

just get any 140mm fans for really good pressure and cfm. if you want the quiet ones. NF-A14 FLX. the trend now is fans with oiled ball bearings. this gives less noise with more RPM. so just get any with balls :D no seriously. just get any with ball bearings.
