NEW PC Running Slowly

My brand new PC is running unbelievably slowly, everything on my motherboard is under performing. I have tried everything to fix it but I simply can't find the problem. I know the CPU is terrible and that's the only thing I can think of, the boot up time is horrendous and it takes around 20 seconds to open anything. The BIOS is already up to date. The rendering is useless and it can only run cs:go at a terrible 20-30 FPS in low settings! Any ideas?

AMD 7th Generation A6-9500 APU
12gb DDR4 Corsair Vengeance RAM @ 2400MHz
Gigabyte GA-A320M-DS2 AM4 (A320 Chipset) Motherboard
2tb WD Blue HDD
Palit Geforce GTX 1060 6gb StormX GPU
500w Cooler Master Lite PSU

It's a very unbalanced PC. You've got a very slow CPU paired with a reasonably fast GPU, which is causing a severe bottleneck. Basically the GPU is constantly waiting for the CPU to send it rendering data. You can verify this by running MSI Afterburner with GPU and CPU usage enabled to show onscreen while playing.
