PC is running very slow, tried almost everything.

Before I go into the details of the problem here are my specs:
Intel i5-6600K CPU Skylake 3.5GHz
16GB RAM
MSI Z170A Gaming M5 motherboard
Windows 10 operating system
MSI GTX 970
2x Samsung SSD 250 GB & 500 GB
Now before this I have had no issues when running games, I recently started playing Middle Earth Shadow of War, my PC met the recommended requirements so I thought it would run fine, which it did for the first few hours.

Fast forward a couple of hours and the FPS suddenly became very choppy before slowing down to a crawl, I decided quitting the game would fix my issue only to find that my entire desktop was now slow, the start menu and simple things such as opening task manager took forever to load. I put the issue up to overheating but the heat levels were fine on my PC when I checked, I decided to shut it down and try again the next day and when I turned it back on the next day I was hopeful as everything was running fine and loading normally.

Then without even going onto the game beforehand my PC started displaying the same slow loading symptoms as yesterday. From here I have tried a full virus scan across both of my SSD's, checked for driver updates, uninstalled and reinstalled drivers. I've even tried a system restore just to see if that was the issue, I have also reapplied thermal paste to my CPU as a precaution.

What confuses me the most is that its not down to my computer not having enough resources to dedicate to the game, as a test now I have the game running alongside my task manager as I look at temperatures and the CPU and memory are both using less than 50% of their resources while the 970 is at 60%, temperatures are also at a normal standard for gaming too. Be aware I am not just trying to fix my performance in the game, my PC is also really slow in general now too despite no resources being hogged.

And just to save time, I have also scanned multiple times since the incident with both Bitdefender and Malwarebytes, both came up with 0 results of a virus

Going to try memtest now, my SSD's look healthy, windows clean install will be my last resort.

Any idea where I can update those drivers?

Just edited in the motherboard model, the bios version hasn't been updated since I bought it, mostly because when I read guides on how to update a BIOS properly it just seems complicated and easy to mess up, I'm currently downloading the later drivers for what you mentioned though.

Replying back after running memtest and updating the BIOS and other drivers. My problem still persists, BIOS update went fine and memtest showed no issues, so I'm guessing at this point my only option is a windows reinstall.

Think I might have found the problem, its nothing to do with my graphics card it seems, my PC's cpu has been throttled for no apparent reason, allowing me to only use a maximum of 800mhz rather than the full 3.4ghz, even when running games the cpu refuses to go above 15% usage
