My GPU and CPU drops suddenly?!

I have an Asus i5 7th gen laptop with 2gb nvidea 940mx ddr3 and 8gb ddr4 ram. When I play games like Witcher 3, Dying Light,Farcry 4 etc I get these sudden CPU and GPU downclocks. It goes from 100% to 0 and then after 5 seconds it goes back up. During this time my Intel GPU kicks in as well for some reason. I need somebody to help me, I have already tried these...

1) Battery on Performance Mode(I set Cooling Policy to Passive and Link State Power Management is off)

2)GPU is on optimal power mode.

3)Playing on Absolute Low settings(have to since my specs are pretty s#!t)

4)checking for driver updates(for some reason it's not the latest driver but it says that it is up to date.)

5)CPU and GPUTemps are Max around 82C on HWMonitor(is this normal?)

6)43% ram memory is used.

This ram management is another thing I don't understand. I'm on Win10 professional and when I check out ram usage it's always showing 4 to 5 gb cached. Iread only that this is normal and it's what Win10 does but won't games need to use more ram when it's running?

I'm not sure if it's an hdd issue since I only have 200gb free off 1tb in 3 partitions.
I get my specs are no good but I'm not sure why I'm not getting a stable fps. When it doesn't lag and I play Witcher3 on Absolute Low setting(dropping res to 720 etc) I get about 45fps-60fps

Solution
at those temps you get throttling down of the CPU/GPU to cut down the heat and yeah even a complete drop out Optimus with the Nvidia GPU back to the iGPU. you can try moving more cool air into the intake at the bottom of the unit, it may help.

Also, they often get clogged with dust and pet hair, in which case the unit should have the cooler removed and cleaned, new thermal paste put on.

Also for gaming, you want no power saving functions on at all, high performance mode all the way with the unit always plugged into AC power.

Hmm so is trottling the only issue here? I read online somewhere that 82C is completely normal

Thanks allot for your solution. I just removed the back of the laptop and gave a light clean with ear buds and toothpicks(there wasnt much dust though), i also reseating my additional ram stick
This has certainly reduced those sudden drops by alot! Thanks!
I still have slight sudden drops though, I've been thinking that these are due to RAM management? When I play Farcry 4, task manager says only 1.3gb memory, out of 8gb I have is being used up. Doesn't make any sense. Could it be something to do with windows10? Even when im playing Witcher 3 only 3gb ram is used up. And a total of 4.9 gb out of 7.9(due to background processes) that's only 60% of my total ram. Is this a problem?
Thanks again for your initial suggestion. Helped quite a bit.
Also temps are still almost the same. (Around 80C) Probably reduced by 5C

normally to fix the temps issue we remove the heat sinks and reapply thermal paste, clean the fans etc.

That's your CPU temp, what's your GPU temp?

I wouldn't proceed with software fixes until you have that stuff under control.
