Powering on PC starts with 80%+ memory usage and will not go down

Like the title explains I will turn my PC on and it will have 80% memory used and will not go lower

Looking at task manager its using 12.6gb/15.9gb (Fresh PC startup) I have a few ideas of what may be causing this.

I've noticed recently when I turn off my PC to go to bed etc I will turn it off with netflix open etc and when I turn on the PC the next morning every google chrome tab etc that I left on is still open even after a full power down and reset, It seems like the computer isn't legitimately turning off for some reason?

I have had this PC for almost 2 years now and it is just starting to do this, I'm very handy hardware wise and I'm okay with software but I don't know how to fix this etc.

It really just seems like the PC isn't ever closing anything ever when I turn it off.

Also under task manager looking and adding up everything taking memory usage it adds up NOWHERE near 13gb's

Disable Fast boot

Type Control Panel in the search box.
Click Control Panel.
Click Power Options.
Click Choose what the power buttons do.
Click Change settings that are currently unavailable.
Scroll down to Shutdown settings and uncheck Turn on fast startup.
Click Save changes.

disable superfetch

Hold the Windows Key, while pressing “R” to bring up the Run dialog box.
Type “services.msc“, then press “Enter“.
The Services window displays. Find “Superfetch” in the list.
Right-click “Superfetch“, then select “Properties“.
Select the “Stop” button if you wish to stop the service. In the “Startup type” dropdown menu, choose “Disabled“.

Go to ControlPanel->AdministrationTools and in the list double-click 'Resource Monitor". Or in the 'Run" box type 'resmon' and press 'OK'. Look in the 'Processes' tab and you will see all the processes using memory. You should be able to find the offending process(program).

Be advised that 'Superfetch' is the process behind Windows search and you will lose a lot of windows features without it. But you can live without 'Superfetch' depending how you use the PC.

Unfortunately with the fall creators update, this isn't providing any real information. The cause is one of the three things I listed above and it's a real PITA because for each PC it seems to vary between one of the three problems. So now I just get them all off and solve the issue.

Superfetch is handy with office type systems, no so much with gaming rigs. You can reenable it if you think you're missing out.
