What is the difference between bandwidth and download speed? How much of those would you recommend for 2 people gaming and 2 people watching youtube/netflix at the same time?

if you can pick up a router that has some onboard ram for cache.

look for two or more radio unit like the one above.
the 2.4g radios are slower then the newer 5g. the 5g are faster but have shorter range. the faster the radio speed the faster the wifi download speed will be if your pc or laptop is withing good range.

I have been lagging recently, how do we know it's not our internet provider?

Games take very little bandwidth well under 1mbps, except of course when you download the games. Netflix if you watch 4k video can use 20mbps. A lot of 1080 stuff will use about 6mbps but it depends on how the data in compressed.

If you have a smaller internet connection the people watching video can easily impact game play.

Try the game on wired it could be a wireless issue where the machines are damaging each other traffic. 65mbps should be fine you have to be somewhat careful about overload of upload speed also but even 5mbps should be ok.

It could be a provider issue but you likely can not get that fixed because it likely is not near your house. If the speedtest sites give you good ping times and consistent download test you connection likely is fine.
