Put MSI Gaming app in OC mode on my new rig but when I change it back to silent or gaming mode the fans won't get quieter

So i just built my new rig, (specs at end of post), and the fans really don't like me. When i set the mode to overclock in the msi gaming app, the fans start to yell (raise rpm) like they should. But the problem occurs When i go to switch back to silent mode, and the fans stay at a high rpm, and will occasionally drop for a few seconds. They have stayed at a high rpm even when I reset the computer. I have even tried to go into the BIOS and cancel all fans, but they stay at a high rpm. It's not a problem with the fans either since I have since switched them out for different ones but the problem is still occurring.

My specs are:

MSI Z270 Gaming M7
Intel i7-7700k
EVGA GTX 1080Ti FTW3
Corsair Vengeance 2x8GB 3000hz
Corsair H110i Liquid CPU cooler
