Why is it only running at this GHz when its set to 4.20 GHz

thats the intel turbo boost feature of your chip. it dynamically clock higher/lower based on the systems demands. max is 4.5Ghz i believe on stock settings. will go "higher" based on your RAM's XMP profile.
