Hard drive possibly slowing computer down and causing crashes

Throughout the span of the last few months I've had some weird issues that happen fairly rarely, what happens is basically I can hear a weird noise coming out of the computer, kind of like a beeping noise, and when that happens it starts to slow down by quite a bit, sometimes it even crashes, the CPU and GPU temps are never higher than 65~ degrees, at first I thought it was the 8gb memory stick causing the issue so I ran memtest86 for 4 full test cycles and it found 0 errors, this time when it happened I saw in task manager that the disk0 uptime was at 100% and the response times for it spiking up to 2000 ms, with all this in mind is it safe to say that the hard disk is causing the issue or should I go through some other troubleshooting steps to see if it's something else?
