CPU Core Speed STUCK on 800Mhz But Only on CS:GO {i5-8600k)

I recently built my new PC and I have an Intel Core i5-8600k Overclocked to 4.5Ghz. In most games it runs fine. BF1 Runs perfectly, 120+fps. PUBG, 100+FPS Runs amazingly. All othert games I've played have ran fine. When I play the games I have CPU-Z on my second screen also to monitor to make sure it's all good. Today I booted CSGO up for the first time since I got my new PC and the frame rate was struggling to get above 50/60fps. I was insanely confused as it's not a hard game to run really and my previous, less powerful PC could run it above 144fps. I loaded up CPU-Z and saw that the core speed was struggling tor each above 800Mhz, sometimes it would climb up a little bit to maybe 1200 or 1400 but then in a split second would just go straight back to 800Mhz. It really doesn't make any sense at all. If anyone could advise I'd massively appreciate it!

My Specs are:
Intel Core i5-8600k (Overclocked to 4.5Ghz)
ASUS Strix GTX 1070
Gigabyte Z370 Aorus Gaming 3
240GB SSD
Windows 10 64 Bit

Ok, try this. Go into control panel, power options. Make sure the performance profile is selected. That will keep your CPU at full power at all times though so you if you are only having this issue with one game you might want to go into the advanced power options settings and under processor power management make sure the minimum is something like 10% except while playing that specific game. It's just a band aid but setting min AND max to 100% should stop it from dropping.

Truthfully, I'd say you probably need to do a clean install of Windows unless this is a cracked/patched game OR if you used a cheap digital key to unlock it, and if it IS, then that's likely your problem in a nutshell.
First, make sure you have the MOST recent motherboard bios installed.

Next, uninstall and then reinstall CS:GO.

If that fails to correct the issue then the next advisable step would be to do a clean install of the graphics card drivers using the most recent version of the Nvidia drivers AND be sure to remove the old/current version and settings first using the DDU.

I've done this and it's still the same result. It goes above 800Mhz when in loading screens but then as soon as the game loads in it goes straight back to 800Mhz and rarely goes back up again. Really not sure what the issue could be as it works perfectly on other games...

So I've just ended up fixing the issue by changing my PC's power setting to high performance rather than energy saver. Rather odd as I didn't need to do this for any other games but seemed to do the trick!
