GPU fans acting up

So I really don't know the timespan between each time, but my GPU fans will (probably every 5-10 mins) go to full speed, alert everyone in my house, then go down to the speed I have it set to. Though this isn't detrimental to gameplay, no framerate drops or lagging upon desktop, this is EXTREMELY annoying. I use MSI afterburner to customize the speed of the fans, ect.. Perhaps its a buggy update thats causing this?

GTX 1060 6gb - one fan sounds like a pencil is stuck in it

So I've done that, took the thing out, looked at it, nothing wrong, nothing is in the way of the fans, I put it back in, now it sounds like a jet engine and now the fan speeds wont go down no matter what I do. (I have not gone into the bios yet, im saving that for a last resort.)
