If I have two GPU's in one PC, will the slower GPU bottleneck gameplay?

To relieve stress on my main GPU on a dual monitor set up, I plugged in a second GPU. These two GPU's cannot work together so my main GPU's outputs to my main monitor and the second GPU outputs to my second monitor. When I play a game on my main monitor, I expect only the resources of my main GPU to be used. Is this true or will the second GPU still bottleneck performance?
 
Solution
No, that is fine doing it that way. Whatever is being rendered on the monitor the card is connected to will be the only load on the gfx card*. So games will have the best gfx card all to itself if that is the one you game on.

* assuming you're not doing mining, folding, or something that uses the GPU in the background
