Hey guys , i recently bought an intel e5450 xeon cpu and had some overheating issues so i changed the cpu fan with an old one i had and it actually fixed the overheating problem but am stuck on another problem which is the fan stops spinning by itself , i don't know why but when i touch the cable of the fan it starts spinning again for a while like 30 sec but stops please give me a solution for that and thank you guys in advance :) !

Estimable
The replacement fan needs to be replaced. It sounds like a bad part. Sure you could rig it with tape or something to stay at in the position it needs for electricity to flow but the part cant really be trusted if it is cutting out like that. It is very hard on the CPU when the cooler quits and it has to hard shut down.

EDIT: The cooler sounds hard to replace as it's on an older Xeon socket but the Dynatron H46G would work. I'd defiantly try for an aftermarket cooler that works with LGA 771. LGA 775 coolers are also not recommended.
