New CPU, computer turning on for one second, off and then back on again

I just recently got a new case and CPU. Put it all together, and when I turned it on, the fans start up (CPU and back fan) and the light turns on, but a second later shuts off. Then it repeats indefinitely.

I put in the old CPU, still in the new case and its working just fine.
I've been advised I could need a BIOS update OR my power supply isnt enough, but I wanted to get a third opinion.

Any thoughts?

SPECS:
Motherboard: Gigabyte B85M-HD3
Processor (Old): Intel G3220
Processor (New): Intel i7-4790k
PSU: Thermaltake t2 430w
Graphics Card: Geforce 1050ti
RAM: G.Skill Ripjaws X 8gb x2

Only other stuff connected are 2 monitors (BenQ and Samsung), logitech keyboard and mouse, and some deepcool rgb lights.
 


That's odd. Looking at the board online it says it supports the 4790K on version F9. Which is all versions. Download CPU-Z and check what bios version you're on by selecting mainboard tab.
