CPU: Penitum 3250
ram: crucial something ddr3 700 mhz 4 gb
Motherboard: Asus B85m-g
Gpu: Msi 1050ti 4 GB
Storage: 1Tb 7200 blue caviar (that one everyone has)

PSU: 650cm something

What country are you in? What is your budget? Where can you buy hardware? What all do you use the system for? What kind of preferences do you have, if any?

AND, we REALLY need to know the model number of your power supply. The EXACT model number. It should be printed on the PSU label on one of the sides or on the back. The specifications label has the model and the model tells us exactly what kind of quality that unit has so we know if it's able to be reused or if it's a POS that needs to be replaced.

what the first guy said.. also you might be a little bit limited with the cpu options, maybe something in the i5 4460 range. i would say best option could be consider using that and starting to save to build a current system. a cpu upgrade will be in the 200$ range (u.s cost) and you might want an ssd another 120$ roughly. i don't think it's worth it because it's only a short term solution, but it does depend on your budget and long term goals.
