New Computer, Desktop Mouse Lags. Windows 10

I'm brand new to the masterrace and I went all out with my build.
EVGA GTX1080ti FTW3 GPU
intel i7 8700k CPU
Gigabyte Aorus z370 gaming 7 motherboard
g skill ripjaw ddr4 (2x16) RAM
Corsair HX750 PSU
I'm dealing with a few problems here and there regarding the 1080ti overheating while running games and I'm also whenever i'm at the home screen of windows 10, I get a very spotty and laggy connection with my mouse. I've tried pretty much everything people can suggest and there's still no solution that works. And before you suggest it, it's definitely not the mouse because it works perfect on 3 other Windows 7 PCs (razer deathadder chroma) It's impossible to play games or even do any basic tasks because it's so hard to navigate

I just put together almost the same computer the other day and also noticed lagging issues with my USB mouse that weren’t there on my previous old computer with the same windows installation. Curious to see what people say. I’m not having any cooling issues, though.

I just put together almost the same computer the other day and also noticed lagging issues with my USB mouse that weren’t there on my previous old computer with the same windows installation. Curious to see what people say. I’m not having any cooling issues, though.

Did you use water cooling? Because I just have 3 basic case fans and a Cooler Master Hyper 212 EVO as a CPU fan. Not sure if I have a faulty graphics card or if it's normal to be at 100% fan speeds an hour into gaming or even if i just don't have enough airflow.

Update, the thing I finally did was up my monitor rate to 60Hz
Step 1- Right click desktop and click NVIDIA Control Panel
Step 2- Under "Display" Click "Change Resolution"
Step 3- Scroll down to "Refresh Rate" and make sure that it is set to 60Hz
Step 4- Then hit apply and confirm settings
After long hours of trying to figure out if my driver was installed wrong or if my mouse was plugged into a USB 3 slot when it should be a USB 2 or if my Realtek audio was interfering, it turned out to be the refresh rate. Hope this helps more people like me

I also have an 8700K and this 1080 Ti (no overclocking on either the CPU or GPU): https://www.newegg.com/Product/Product.aspx?Item=N82E16814137113

Just ran the Unigine Superposition Benchmark app on the 1080p Extreme setting and my GPU didn't get above 70 or so celcius that I saw. Again, I'm not overclocking anything.

All of that said, I actually don't seem to be experiencing the mouse lag issue at all today.
