Specs are exceptional, but performance is really bad (FPS)

Happy New Year to you all!

I've been wanting to play CSGO lately and recently have bought it in Steam. After encountering some problems with my graphics card (drivers not being installed properly) which caused the game not to launch, but i fixed it and it launched.
The game performed very poorly, 15-20 fps and shit internet (cant do anything about that lol). This is in low graphics.

My Specs are
CPU: AMD A6-6400K 3.9 GHz (normally 60 degrees C)
Ram: 12 GB
Motherboard: ASUSTeK Computer INC. A68HM-K
Graphics: 768MB ATI AMD Radeon HD 8470D (Built In)

I think i can blame my CPU for this. And im sure this isnt just for CSGO, ive tried othergames and i just quit when the gameplay loaded cause shit wasn't bearable.

Other info:
It takes me 41 seconds to boot with minimal startup items.

What can i do about this? What do you guys suspect? is it about my hardware or something is off with my software (idk if this is possible). And (just for my sake) if i were to upgrade anything in my PC to make it a gaming PC which parts would it be?

You are running on not-so-good specs for gaming. You have an older CPU and integrated graphics. I suggest a mobo and cpu upgrade, as well as a dedicated graphics card. An i5 paired with a EVGA 750ti would be a good upgrade to do. The thing is, integrated graphics puts even more strain on your cpu in circumstances that would be handled better by a dedicated graphics card, such as gaming. So integrated graphics will only get you good framerates in online flash games and maybe Roblox. They can't handle very much
