Two routers one network?

Basically in my house i have 3 floors, and right now my router is in my office on the top floor, meaning connection downstairs is usually poor.
Is there a way for me to setup two routers which split my 200mb/s into a 100 on each and when im downloading in my office it draws the 200 mb/s to my pc-its wired into my router.

No, it won't work like that.

If you can run a Cat5e cable to upstairs, you can set up a second router as an Access Point, to probably provide better WiFi up there. And, you'll gain some extra LAN ports up there for things you want wired.

it depends on the router.
Like explained above, you can put them both into one network while 1 will be acting as a router and the other one as the access point.
Some more advanced routers can limit (or prioritize) the connection speed of individual devices.
Given you have the right equipment (or ready to buy) and the will to read few manuals, you can get what you want.
