Would PCI E X1 on second PCI E X4 Slot reduce bandwidth for PCI E X16 GPU?

Just a short query
I want to place my PCI Express X1 Sound Card on PCI E X4 because all other slots are populated by the gigantic 1060 Hercules.

So would placing X1 Sound card lower the bandwidth of the 1st PCI E X16 Card to any lower? i.e X8 or X4? and would there be any performance bottlenecks thereby or not?

If only x16, x4 on board, then yes, by placing a card in the second slot it would set the first one to x8, but you would not notice any loss.

What is the break-even point for the initiation of difference?
GTX 1070 or 1080 or 1080Ti
