Cooling fans louder than graphic card fan!

Hi everyone,

I have bought few days ago new Xilence fans and on the box it is said to make 22dB sound which is less sound than my graphic card produces. Is there some problem or it should be like that? And yes,I did try to use SpeedFan but I can only control one which is connected on MOBO as CPU Fan 2.
Other one is connected on "CHA_FAN 2" and he is on the back to push hot air out.

I have 2 fans in my PC which are builded yesterday in my PC Case. So is there any solution or is it normal that even on the most quiet mode (level 1) my fans are louder than graphic card which produces about 25dB sound?

System configuration:
-AMD Phenom II X4 945 quad-core 3.00 GHz + LC Power LC CC 95 cooler fan)
-nVidia GeForce GTX 1050 Ti 4GB Gainward
-8 GB G.Skill RAM 1600 MHz
-ASRock 970 Pro3 R2.0
-HDD 500 GB
-2 Air cooling fans Xilence 120mm (1 at the top for Intake + 1 at the back for exhausting hot air)
-PC Case is LC Power 975B Vindicator

If you can't control the rear fan, then it is running at full speed, and therefore at full noise. While your GPU fans are only going full speed (and full noise) under heavy load (and even then not necessarily, it depends on settings). So it is possible for xilence fan to make more noise then your GPU fans.
