No Icons or taskbar

My wife is running XP Home with SP3. Recently, when switching users it comes up with a background but no icons or task bar. Right clicking on the desktop does nothing. Ctrl+Alt+Delete brings up task manager. The process explorer.exe is running. Only rebooting brings out the icons. I did a system restore. Any ideas?

have you recently scanned for viruses with a program such as malwarebytes?

I rand Advanced System Care, defragged it, and updated drivers. That seems to have helped. However my wife put 3 user accounts on it. Two seem to work ok, but when I switch to the third at first I got an empty desktop with no icons or taskbar. Now i get a message that the input is out of range. It is set at the correct settings.

Perhaps She can save her files, and delete and recreate this account?

I tried that. Didn't work. Now one of my other accounts is back to no icons. Would upgrade to Windows 10 help? My wife just does not want to change.
