GTX 1060 3 GB Low FPS issue in most games

CPU: AMD FX-8370 stock 4.0 Ghz Overclocked to 4.3 Ghz with Corsair RGB Liquid Cooler
HDD: 1 TB
Motherboard: MSI 970A SLI Krait Edition

Temperatures when playing games: CPU (55-67 degrees) Note this is with an overclock and liquid cooler. GPU: Min - 55 Max - 80
GPU usage during Counterstrike is 0-1% and CPU is 10% usage

1) ISSUE: Alright, so I have an issue with which I think is my graphics card, the GTX 1060. I get very low fps on all games however some are playable. For example, I play CS:GO and I get around 90-115 FPS average. However, compared to others with the same GPU, they get 300-400 FPS on CS:GO. I also play Rust, which is similarly the same issue. Others with worse or the same GPU can get higher frame rates at the same settings with ease
2) What I've tried to far: I have used DDU and uninstalled all old nvidia drivers and updated my gpu to the latest driver. I have set my power management mode in Nvidia control panel to Prefer maximum performance. I have reinstalled my OS several times. I have uninstalled unnecessary programs. I use Ccleaner on a weekly basis. I keep all drivers up to date using Driver Booster. I've disabled all xbox services. I unparked all my cpu cores. On some games like PUBG (and GTX 1060 is the recommended card for this game) I get 90-100% gpu usage, and 60% cpu usage however I get very shitty fps like 40 fps. PUBG and Geforce recommend the GTX 1060 for this game and I don't even get 60 fps constantly as they say I should with this card.
