win 10 is limiting my cpu frequency plz help

hi everyone
so i have a problem with win 10 somehow it's limiting my cpu frequency it supposed to be 4080mhz but it goes down to 3800mhz when i run games like bf 1 and when i open CPUZ it goes up to 4080mhz then switch to bf1 while CPUZ is open it goes down to 3800mhz
i turned off all C features in the bios (C1E, C3, C6, C package) turned off step up feature, turbo technology, cpu throttling then turned it back on but that didn't help even the power options in win 10 are set to high performance with every thing in the advanced settings set too 100% but that did't help either

CPU: i5 3470 (OC to 4080mhz) i had this working on win 7 without any issues even on win 10 no crashes when i first installed it i don't know what's wrong now
MoBo: asrock z75 pro 3
ram: 8gb (4x2) 1638 mhz
psu:EVGA G3 750W GOLD

ok i figured it out
what ever i do in the bios to set the multiplayer to 40x, Win 10 will ignore and put it to 38x so what i did is go to the bios set the multiplayer to 38x and increase the bclk to 107.3 now it shows 4075mhz on CPUZ realtemp and even the task manger it's very stable i played two matches in bf1 CQ 64 players, 1H in the long dark, 2 hours cpu stress test and no single crash or anything unusual.

and that's it i hope someone find this helpful :)<3

why would it do this ???? and for the bios don't you think i overclocked through the bios ??? i mean where else i could do that ??

cpuz is the latest version and realtemp is showing the same

Actually, it's not windows 10. Your CPU is a non K series sku which means that it has a locked multiplier. No matter what you change it to it'll revert back. The only way to overclock locked CPU's is by using exactly what you did and that's through bclk which is limited.

The multiplayer is locked to 40x i can't go behind that
it was working perfectly on win 7 i had the multiplayer set to 40x and the bclk at 101 but when i upgraded to win 10 it was 40x at first but a few days ago for some reason i found that it's been locked back to 38x i'm sure my CPU has nothing to do with it
