Low cpu load on all games

I've been monitoring my cpu and noticed that the load on it is always around 7%-10% and was wondering if that's normal for the games I've tested it on (Overwatch, Fortnight, Borderlands 2, Cod ww2)
and even when i do a cpu stress test it seems to cap out at 24% load does anyone know why this is happening any help would be grateful thanks in advance.

Specs
GPU: Msi gtx 1070ti
CPU: i7 7700k
RAM: Corsair vengeance ddr4 16gb
MOBO: Asus z270g
PSU: CX600
 
Solution
Looks good.
Only thing - framerate is capped at 144 fps. This is the reason for lowered cpu/gpu usage.
You can safely increase resolution and graphics quality settings in game.
MSI afterburner is significantly more advanced than task manager. Use that to monitor cpu/gpu performance, when in game.

Your task manager screenshot looks fine. Change cpu graph to logical processors, to see load of individual cpu cores.
There is some GPU load also. If you were not running a game before taking the screenshot, that could possibly mean some cryptominer infection on your pc.

Okay so Realtemp is telling me there's only 8% load but msi afterburner is saying i'm utilising 30% of my cpu so which one is wrong and yeah i was just playing a game to test it
 
Can you post screenshot from MSI afterburner monitoring window, when in game?
(graphs should be visible: fps, cpu usage/temp, gpu usage/temp, memory usage, ram usage)
It looks like this. Press detach on MSI afterburner to see more than 4 graphs.
