Asus RMA sent me a card with broken detached fan?!

I sent my Strix 1070 for RMA for buzzing noise, what I got back was a different one with one of the fan detached. The entire fan propeller is detached from the motor and is only being held on by the magnets. Looks like the spindle is broken. It was packaged terribly. Just one thin sheet of bubble wrap and the card was just tossed around in a box. I contacted support again, but their "system was down" and have to check back later. Just making sure I didn't miss something simple, the fan is broken and not just something I can pop back in with some force, right?

That is a possibility...a mistake perhaps?

Seems Asus would reject such a shipment if received that way.

Maybe. According to the sheet they included in the package, it said: Action: Send back to another party for repair TAT OVERDUE - Parts Shortage. Don't know what that means, so it's possible I got someone's else, but the serial numbers match. If not, then Asus RMA dept has some lazy people. Couldn't even bother to toss in some more bubble wrap? I'm sure as hell not paying for shipping this time around. They better give a me a label and expedite the repair.
