"Best:" is subjective, relative to what kind of OC you want to achieve, your budget & whether you prefer liquid or Air cooling.

Air coolers are (generally) larger - and the 300R can accommodate some of the largest..... so you have lots of options.
Equally, there's support for up to 280mm radiators too - so you have the vast majority of AIO liquid coolers available to you too.


Given where the 8370 sits as a value proposition, I wouldn't look to invest too much into the platform.
I'd suggest limiting yourself to $50 or so for a solid cooler.

Something like a Noctua NH-U14S, be quiet! Dark Rock 2, Cryorig H5 Ultimate or H7 would all be viable options in the $30-$60 range...
