this might seem dumb but i am new to pc gaming and my friend wants to upgrade his graphics on his hp envy and was wondering if he can stick a gtx 570 into his system.

specs:
i7-6700
16gb ram
300w psu

The only dumb question involving computer components, in my opinion, is the question that is asked AFTER the money has been spent.

To answer your question, no. That's because that card requires a lot of power, but that computer has a basic 300W power supply. The good news is the computer does appear to use standard power supply motherboard connectors(20/24 pin) which means your friend could buy a new power supply that could then allow him to use that 570.

will an evga 400w or 450w psu work?

The specs from Nvidia say it needs two 6 pin pci-ex connectors on the power supply, and they recommend a 550W power supply. The specific model may have slightly different requirements. The CPU is a 65W part, the 570 a 220W part. That's 285W just for those two components. You always want some headroom so the power supply isn't fully loaded. A 450W power supply would be the minimum I'd use, and that's if it's a good one. And you have to find a 450W power supply with the necessary connectors. A quick look at Newegg shows me power supplies like that are at around $50 on up. I wouldn't buy the cheaper ones for something like this. I'd prefer a 500W power supply actually.
