Chipset - GIGABYTE GA-78LMT-S2
Processor - FX-4100 QUAD CORE
GPU - Radeon 6670
Memory - 8192 Ram

I know everyone would recommend me to intel but if i can i would like to keep my motherboard and just upgrade my graphics card. CPU if i have to because of bottleneck on higher end graphics cards
Games i will be streaming and playing are Rocket League and League of legends maybe some PUBG

What's the budget and what's the PSU? It's not hard to upgrade, but an FX-4100 is going to be a little on the light side for PUBG, especially playing *and* streaming it. Probably not much benefit going beyond a 1050ti, which is fine for LoL and Rocket League.

Budget is about 280 dollars
ill figure out the psu give me about 10 min, So it is possible to just get a graphics card and have a significant fps boost without lag from an older cpu like this atleast in the games im wanting to play and stream? because thats what i hoped for i really would love to just get a 1060 3gb and upgrade the cpu when i can in the weeks or months to come theres so many options and it seems like everyone tells me to just upgrade my mobo and get intel but how cliche is that i dont think i really need

There is nothing in your pc that can be used to get you what you want. You are looking at a complete rebuild.

Not a good choice at all; your motherboard doesn't support any 125W FX CPUs (budget AM3+ motherboards are notoriously poor at running the higher-end FX chips). And even if it did, buying a new CPU on a 2011 platform will leave you in the same position in the near-future; a quick fix is not a good fix.

So what should i do then brother this is making me go crazy ive changed my mind 100 times in the past couple weeks. I found some cheap mobos if thats the way im gonna have to go i only have 300 dollars right now and some more in the next month please tell me everything i need to find for a clean 1080p or 1440p gaming/streaming experience and if it helps in the future im either going 1050 ti or 1060 3gb so the gpu is covered

I think I'd wait until you have enough for an upgrade you're happy with rather than go for a quick fix. A Ryzen is easily your best option, but remember you'll need new RAM and a new motherboard as well. There's nothing recommendable on your current motherboard.
