Need help with a hot, slow computer

So last year (pretty much just last week) I ended up doing a routine clean of my computer to get rid of any dust buildup. Long story short, my hard drive was corrupted somehow and I needed to reset my computer. The computer works now, but I'm experiencing two issues.
Firstly, my CPU is reaching 100 degrees C. I've never had this problem before, I'm guessing it has something to do with how I applied the thermal paste. (Small dollop in the middle so it spreads itself) Using a lazer thermometer on the back of the cpu only gives me readings of 50-60 degrees and BIOS always tells me 70, but I've used programs such as CAM and RealTemp that give me 99-100.

Secondly, the computer is much slower than before. I mean, I'm experiencing spikes of lag as I write this. Opening task manager tends to end with it not responding most of the time and even just general use is pretty slow. I'm guessing this has something to do with the CPU problems, but I'm not really an expert in this area.

I am going to say its one of two things, or maybe both. It's either going to be that you did not have the CPU cooler seated corectly. OR it could be that you did not put enough thermal paste on the CPU when you replaced it. You can never have too much thermal paste, but not enough gives you bad temps. Also, I agree with mdd1963, the fan may not be spinning enough, or not at all. If it is not spinning but it is plugged in then you may have burnt out the fans motor when you blew the PC clean by spinning the fan too fast.

Conventional heatsink/fan, but I have bought a liquid cooler in the meantime, just waiting for it to arrive. The fan is turning at the same rate as it was before I cleaned it, and the sink is locked down fine, but drbones might be right; I might not have applied the thermal paste correctly. Should I take it apart and reapply it? I'll be putting the liquid cooler on as soon as I receive it.
