Paying for 12 Mbps Down, But only receiving 5.1Mbps

We pay for 12 Megabit down, but when I check the router UI, our router stats are showing 5120/896 Kbps. (5120 being down of course) And as a side note, I know the difference between bit (Mb) and Byte (MB).
And that's the routers overall performance, not a specific device.
The highest I ever recall seeing that number at was around 8000.

Router: Actiontec PK5000
ISP package: Centurylink 12Mbps Down
Router speed: Currently 5120 Kbps (5.1 Mbps), Highest recalled 8000-8500 Kbps (8.5 Mbps)
Typical device speeds: 200-300 Kbps (Avg), 3-4 Mbps (Peak)

Is this normal, ISP throttling, or router bottleneck?

I went on a CO finder, and it looks like the closest one is actually a mile or less from us. I think i've even seen the building housing it in town.

I have in the past, wasn't very clarifying.
All they really told me was that our router shouldn't bottleneck our package. But i'm becoming skeptical.

Well it is the closest one, and is owned/operated by Centurylink(Our provider). Next one is in another town, wouldn't make sense to be connected to that one.
 
If the distance is around one mile, then the performance you get seems reasonable. Do your closest neighbors get similar speeds? If there's a significant difference, then have your line checked. I have a static IP 6 Mbps ADSL connection, but it had to be dropped to 2.4 Mbps for optimal connection reliability. I don't care since I also have a much faster cable connection.

[strike]To give you a better judge of distance, it would take me about an hour to walk there from my house.[/strike] Just used google maps, 1.7 miles. My grandparents live next door and they have comparable speeds, so ill check when I get the chance.
